1. How do I obtain a replacement title?
Replacement titles are issued for vehicles if a title is lost, stolen or mutilated. DMV issues a substitute title when information on the previously issued title needs to be changed.To obtain a replacement title:

  • Bring your current registration card and your driver's license or ID card to your local customer service center.
  • Complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66). All owners must sign to give authorization unless the application is being submitted by the primary lien holder.
  • Pay the replacement title fee.

If your vehicle is free of liens, you will receive a replacement title for your vehicle. If your vehicle originally had a lien on it, you will need to show that the lien has been satisfied. If the lien has not been satisfied, the replacement title will be sent to the lien holder of record.

Note: Once a replacement title is issued all prior titles are invalid.

2. Where can I get the various forms needed to register my boat and/or obtain a duplicate registration card, decals and title?

All forms may be obtained from the Richmond office of the Department of Game and Inland Fisheries.  Most forms can be downloaded from this web site.  The Boat Title and Registration form, the form used to report a change in status of a numbered vessel, and the form used to request duplicate registration, decals and title may be obtained from Hunting and Fishing License Agents, most marine dealers and at all DMV offices

3. Do I have to register a canoe?

If you propel the canoe by any type of motor, including an electric motor, then you must register and title it if it is used on the public waters of Virginia. Otherwise, you are not required to register a canoe in Virginia.

4. What do I need to know about Liens?

A lien is usually placed on a vehicle when you first purchase it unless you pay the full cost with your own funds. A lien may also be placed on a vehicle if you refinance it. Your lien will be recorded on your title. Once you title your vehicle in Virginia, DMV forwards your title with the lien recorded to your lender (lien holder). You will receive the registration card and license plates, if you have also registered the vehicle.

When you pay off the lien, the lender has ten days to notify DMV (§46.2-643) and must send you the title showing your lien as satisfied. When you receive the title, you have two options. You can exchange it at DMV for a clear title for a $10 replacement fee. Or you can keep the title that displays the lien as satisfied. If you decide not to replace the title and you later lose it, you will be required to obtain a letter of lien release from your lender in order for DMV to issue a replacement title.

Financing your vehicle after a title has been issued in your name or refinancing your vehicle is considered a supplemental lien. You must complete the "Application for Supplemental Lien or Transfer of Lien", form VSA-66, and submit the $6 fee.

5. What do I need to know about substitute titles?

DMV issues a substitute title when information on the previously issued title needs to be changed. DMV also issues replacement titles if you do not wish to change any information on the existing title certificate. Once a substitute title is issued all prior titles are invalid.

Note: If there is a lien on the vehicle you will need to contact the lien holder to make any changes to the existing title record.

Adding or Removing Owner(s)
To add an owner(s), the owner(s) shown on the title must complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66).

To remove an owner(s), the owner(s) to be removed must complete section A on the title certificate.

Name Change
If you are changing your name on a title:

  • Complete an "Application for Change of Record" (VSA-71) showing your new name and previous name.
  • Complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66). All owners must sign to give authorization.
  • Show legal documentation evidencing the name change (for example, marriage license, divorce decree, other court order or corporation license).
  • Submit the existing title certificate.
  • Pay the substitute title fee.

Address Changes
To change your address on a title:

  • Complete an Address Change Notification (ISD-01) if your address has not been updated previously.
  • Complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66). All owners must sign to give authorization.
  • Submit the existing title certificate.
  • Pay the substitute title fee.

Corrections

  • Complete an "Application for Change of Record" (VSA-71) showing the correct information (vehicle identification number (VIN), gross weight, body type, etc.).
    Note: Additional documentation may be required when changing vehicle information, including an inspection of the subject vehicle.
  • Complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66). All owners must sign to give authorization.
  • Pay the substitute title fee.

Lien Removal
To obtain a title upon removal of a lien:

  • Complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66). All owners must sign to give authorization.
  • Submit the title provided by the lien holder (or proof of lien release if DMV still has a lien on record).
  • Pay the substitute title fee.

Supplemental Lien or Transfer of Lien
For lien transfers or supplemental liens:

  • Complete an "Application For Supplemental Lien, Replacement Title, Transfer of Lien and Substitute Title" (VSA-66). All owners must sign to give authorization, except for a transfer of lien.
  • Submit the existing title certificate.
  • Pay the substitute title fee.

Note: Once a substitute title is issued all prior titles are invalid.
