When donating a car it is necessary to transfer ownership. Various states have different regulations on how this is done. This page is a collection of actual references from various state web sites.

1. How do I apply for a salvage Title?
If your Oregon-titled vehicle has been declared totaled and you have retained the vehicle, you have 30 days to apply for a salvage or reconstructed title. If your vehicle has been reconstructed, follow Reconstructed Vehicle procedures.
If you have a vehicle from out of state that has been totaled and not rebuilt, you may apply for an Oregon salvage title. Follow Salvage Title instructions below.
If you have a vehicle from out of state that has been rebuilt, you may apply for a branded title, which will indicate there was previous damage. Follow procedures for Out-of-State Vehicle – you have the title. If an out-of-state vehicle has had certain kinds of damage, Oregon DMV will not issue a title.
How to apply for a Salvage Title:
- Complete an Application for Salvage Title. Provide the title.
- Provide release(s) of interest from previous owners --- on title, or on:
- Bill of Sale
- Lien Release
- Provide an odometer disclosure, if applicable.
- Pay salvage title transaction fee.
When you have all the documents and information listed above, mail them with your check for the fees made payable to “Oregon DMV” to:

2. How do I apply for a Reconstructed Title?
Complete an Application for Title and Registration (help with fillable PDF forms).
Provide your Oregon title or Oregon salvage title.
Provide releases of interest from previous owners --- on title, or on:
- Bill of Sale
- Lien Release
- Obtain a DEQ inspection – If you live in the Portland or Rogue Valley (Medford) area and want to register your vehicle, your vehicle must first pass an emissions test at DEQ.
- Provide an odometer disclosure, if applicable.
- Complete a Certification of Assembled, Reconstructed, or Replica Vehicle or the certification on the back of the Application for Title and Registration (help with fillable PDF forms).
- Provide bills of sale for major parts in reconstruction
- Calculate fees:
- Title transaction
- VIN inspection
- Registration renewal - if the current plates need to be renewed
- Registration and plate fee - if there are no plates on the vehicle
- Plate fee, replacement fee, and any applicable plate surcharge - if changing to new type of plates
- Proof of insurance if applying for registration and at least one current owner is staying on the title.
Take the documents listed above along with your check for the fees made payable to “Oregon DMV” to a regular or full-service DMV Field Office for a Vehicle Identification Number (VIN) Inspection.
3. How do I apply for a replacement (duplicate) Title?
Vehicle owners may apply for a replacement title if the title is lost, destroyed, or mutilated and someone can certify what happened to the original title.
NOTE: Stolen titles are only considered lost if the title was stolen by an unknown party with no possible ownership interest.
- Complete an Application for Replacement Title and provide signatures of applicants on the Application:
- If registered owner is applying, all registered owners must sign.
- If the lien holder is applying, the title application must include a unique line stamp and signature.
- If also applying for registration:
- Complete an Application for Registration (help with fillable PDF forms), and
- Provide proof of insurance, and
- If you live in the Portland or Rogue Valley (Medford) area, your vehicle must first pass a DEQ inspection.
- Calculate fees:
- Replacement title transaction
- Registration renewal - if you want to renew the current plates
- Registration and plate fee - if there are no plates on the vehicle
- Plate fee, replacement fee, and any applicable plate
- surcharge - if changing to new type of plates
- If you choose a specialty plate, indicate your choice in the “Remarks” section of your Application for Title and Registration or Application for Registration (help with fillable PDF forms).
When you have all the documents and information listed above, you may take them to a DMV Field Office along with your check for the fees made payable to “Oregon DMV”, or you may mail your transaction to:

4. I purchased a used vehicle in Oregon, how do I transfer the title over to my name?
If you have purchased a used vehicle with an Oregon title:
- Complete an Application for Title and Registration (help with fillable PDF forms).
- Obtain the Oregon title from the seller.
- Provide release(s) of interest from previous owners --- on title, or on:
- Obtain a DEQ inspection – If you live in the Portland or Rogue Valley (Medford) area and want to register or renew the registration on your vehicle, your vehicle must first pass the emissions test at DEQ.
- Provide the purchase date.
- Provide an odometer disclosure, if applicable.
- Revenue Form 113 from the county (manufactured structure only)
- Calculate Fees
- Title Transfer
- Registration renewal - if the current plates need to be renewed
- Registration and plate fee - if there are no plates on the vehicle
- Plate fee, replacement fee, and any applicable plate surcharge - if changing to new type of plates
- If you choose a specialty plate, indicate your choice in the “Remarks” section of your Application for Title and Registration (help with fillable PDF forms)
- Provide proof of insurance if applying for registration
When you have all the documents and information listed above, you may take them to a DMV Field Office along with your check for the fees made payable to “Oregon DMV”, or you may mail your transaction to:

NOTE: If the registration is expired, or there are no plates on the vehicle, and your documents are in order, you may get a temporary permit to drive the vehicle. In this case, take your documents and fees to a DMV Field Office.
5. How do I title a vehicle from another country?
- Obtain a DEQ inspection – If you live in the Portland or Rogue Valley (Medford) area and want to register your vehicle, your vehicle must first pass an emissions test at DEQ.
- Provide the original out of country title or equivalent ownership document from the country where the vehicle was last registered or titled.
- Complete an Application for Title and Registration.
- Provide an odometer disclosure, if applicable.
- Provide releases of interest from previous owners:
- Complete a Certification of Liens and Compliance with Federal Emissions and Safety Standards on an Imported Vehicle.
- Provide a certified translation of any document written in a language which uses an alphabet other than that used in English (for example, Greek, Arabic, Hebrew, Cyrillic).
- Provide proof the vehicle meets US Federal Safety and Emissions Standards.
- Choose plates. If you choose a specialty plate, indicate your choice in the “Remarks” section of your Application for Title and Registration.
- Calculate fees:
- Title transaction
- VIN inspection
- Registration
- Plate fee
- Take your vehicle to a full service DMV Field Office for a Vehicle Identification Number (VIN) Inspection -- Read VIN FAQ for more information and other options for a VIN inspection if the vehicle is not in Oregon.
