When donating a car it is necessary to transfer ownership. Various states have different regulations on how this is done. This page is a collection of actual references from various state web sites.

1. General Title Information:

The State of Oklahoma requires titles to be issued to all over the road motor vehicles, travel trailers, commercial trailers, manufactured homes, boats and outboard motors (in excess of 10 horsepower). Noncommercial trailers, including utility trailers, boat trailers and farm trailers, are not required to be titled or registered in Oklahoma.

  • Titles are required to be applied for within thirty (30) days of obtaining ownership.
  • Titles may be applied for through the Motor Vehicle Division, or at any of the over three hundred (300) motor license agencies (tag agencies) located throughout the state.

Once all requirements for title issuance have been met and the transaction entered, title certificates are generated overnight at a central location and mailed out to the record owner (not the lienholder, if any) the following business day.

2. How do I transfer ownership of my vehicle?

When transferring ownership of a vehicle currently titled in Oklahoma, the following items are generally required:

  • A properly assigned and notarized Oklahoma certificate of title.
  • Verification of liability insurance (motor vehicles only). Verification form must be in compliance with Oklahoma requirements (Refer to Liability Insurance Verification).
  • Lien release for any active liens. (If no release, the active lien will be carried forward and reflected on the transfer title issued.)
  • Current registration, unless the title being transferred is a salvage or junk title.
  • When transferring ownership of a motor vehicle nine (9) years old or newer, a completed odometer disclosure statement is required. This statement is generally incorporated into title certificate ownership assignments.  A separate odometer disclosure statement form (Form 729) is available for downloading from the Forms Section of this site.

3. How do I apply for a Duplicate Certificate of Title?

To apply for a duplicate Oklahoma title, an Application for Duplicate Certificate of Title for Vehicle/Boat/Motor (Form 701-7) must be completed and submitted to the Motor Vehicle Division.

Specific instructions regarding the completion of the Form 701-7:  The record owner(s) must sign the form and their signature(s) notarized by a Notary Public. If you have Power of Attorney to sign on the owner¹s behalf, the Actual Notarized Power of Attorney, or a Certified Copy of the Power of Attorney, must also be submitted.

As requested on the application, please list the vehicle identification number of the vehicle, or serial number of the boat or outboard motor. Please also include the current registration decal number.

Either current Oklahoma registration, or evidence of out of state residency, is required before a duplicate title may be issued. Out of state residency may be evidenced by an out of state registration for the vehicle/boat/motor, or a utility bill, rental agreement, or out of state driver license in the name of the record owner. If the Oklahoma registration is not current and out of state residency cannot be established, and delinquent Oklahoma registration fees and penalties will have to be remitted, along with an Oklahoma insurance verification form, in order for the duplicate title to be issued.

The fee for a duplicate vehicle title is $11.00, plus a $1.00 mailing fee ($12.00 total ). The fee for a duplicate boat or motor title is $2.25, plus a $1.00 mailing fee ($3.25 total ). Please note, if you are applying for a duplicate title for a boat and an outboard motor, two (2) duplicate title applications must be completed and two (2) title and mailing fees remitted.

Please make your remittance payable to the Oklahoma Tax Commission. For proper handling, please include this letter with your duplicate title application and remittance. 4. Oklahoma Lien Information:

The Motor Vehicle Division is the office of record for all vehicle/boat/motor lien entries and releases. The Division’s Lien Section may be reached at (405) 521-3344. Most lien entry and release transactions may be competed at any motor license agency.

  • To record a security interest on a newly purchased vehicle or a vehicle changing ownership, a secured party must must complete and submit an Oklahoma lien entry form along with the assigned Manufacturer’s Certificate of Origin (new vehicle) or title (used vehicle). .  Upon payment of all applicable transfer taxes and fees, an Oklahoma title will be issued to the record owner reflecting the perfected lien.
  • The above lien filing procedure also applies when a lien is being perfected on a vehicle that is not changing ownership.  The lien filing fee is $10.00, in addition to the title fee of $11.00 ($2.25 boats/outboard motors). A new Oklahoma title reflecting the perfected lien will be issued to the record owner.
  • For vehicles entering Oklahoma from another state, any lien reflected in the out of state documentation will be carried forward to the Oklahoma title record. An Oklahoma lien entry form will be prepared and sent to the lender. The fee for processing such a lien is $13.00 (rather than the $10.00 fee referenced above).
  • Out of State Lenders: Refer to Out of State Lender Letter in the Forms section of this site for downloadable instructions concerning the above procedure.
  • To release a lien, the lien holder must sign and date the release of lien form (copy #3 and 4 of entry form). Mail copy #3 of Form 21 of copy #2 of Form 728, signed and dated, to the Oklahoma Tax Commission, Post Office Box 53525, Oklahoma City, OK  73152.  Mail copy #4 of Form 21 or copy #3 of Form 728, signed and dated, to your debtor.
  • When a lien release cannot be obtained, a notarized statement from the secured party may be accepted. Refer to Lien Release Affidavit Letter in the Forms section of this site for downloadable instructions on this process.
