When donating a car it is necessary to transfer ownership. Various states have different regulations on how this is done. This page is a collection of actual references from various state web sites.

1. Application For Duplicate Certificate Of Title

2. Transferring of a vehicle as a gift

A vehicle cannot be transferred as a gift unless the parties involved in the transfer are members of the immediate family as defined. If the last names do not agree, you must submit proof of relationship.

If the vehicle is subject to a lien, please contact the Customer Service Center at 1-800-950-1MVA for instructions on the transfer of the title.

If a vehicle is being transferred between spouses or between parents and children, the vehicle is not required to be inspected. All other transfers as gifts are subject to the State Inspection Laws. Gifts of out-of-state titled vehicles are not accepted.

If transferring a vehicle from an Aunt and/or Uncle to a Niece and/or a Nephew you will need to have the Certified Statement (form #VR-299) to accompany the Gift Certification (form #VR-103).

Plates may be transferred if the vehicle is titled:

In the joint names of husband and wife and is being transferred to the name of either the husband or the wife;
In the name of the husband or the wife and is being transferred to the joint names of both;
In the joint names of a parent and child and is transferred to the individual name of either party;
In the name of the individual and is transferred to the parent/child of that individual.

ALL other gift transfers concerning family members, excluding spouses, parent and child, new plates must be purchased. The Gift Certification (form #VR-103) must be presented along with the Maryland Certificate of Title (form #VR-002) completed on the reverse of the form or a completed Application for a Maryland Title (form #VR-005). A copy of your current registration card along with the $10.00 transfer fee will complete the transaction for the transfer of plates. If you are transferring plates and less than 12 months remain in the registration year, the registration will be renewed for an additional year when the vehicle is titled.

3. Titling a Vessel


All vessels required to be registered in the state of Maryland require a title, similar to the one received for Maryland automobiles. No vessel will be registered nor will its registration be renewed unless it has a valid Certificate of Title. An assigned vessel number stays with the boat as long as it is titled and registered in Maryland. The number is never reassigned to another vessel.

The title will show the names of all owners of the vessel and records all security interests. Ownership of a vessel will not change until all owners sign on the reverse of the title.

4. Transferring a vessel Title

The assignment of title must be completed in full by the seller(s) and given to the new owner(s). In all cases, the date of sale and total sale price, including vessel, motor and accessories must be stated and all owners/sellers must sign. Do not include the price of the trailer, which must be registered with the Motor Vehicle Administration. Maryland registered vessels can only be transferred by assignment of the title. It is the seller's responsibility to complete the name(s) to whom the vessel is being sold or transferred, the date of sale and the total sale price.
