When donating a car it is necessary to transfer ownership. Various states have different regulations on how this is done. This page is a collection of actual references from various state web sites.

1. How do I obtain a duplicate Georgia Title?

• A completed MV-1 title application - typed or printed in blue or black ink electronically or legibly by-hand (except for signatures) in the record owner(s)' full legal name(s) and signed. If jointly owned, each owner must sign. The record owner(s) are the owner(s) shown on the face of the Georgia title and on the vehicle's current title record.

o A replacement title cannot be issued in a deceased person's name. In this case, comply with the requirements for obtaining a title after inheritance.

o If your name has changed since the title was issued, complete the application in your new name and attach a certified copy of the legal court document authorizing the name change (i.e. Certified copy of your marriage certificate, divorce decree or other court document).

o If the missing or damaged Georgia title was assigned to you instead of being issued in your name(s), the record owner(s), as shown on face of title and on vehicle' current title record, must apply for the replacement title.

o Click on any form name or number on this page to complete it on-line for printing, signing and submission.

o Enter the vehicle's current odometer reading as of the date of application for vehicles requiring an odometer disclosure. Check the appropriate box when the vehicle's odometer does not reflect the total distance the vehicle has traveled: Exceeds the mechanical limits of the odometer (99,999 on a five-digit odometer or exceeds 999,999 on a six-digit odometer) or the vehicle's odometer does not reflect the total distance the vehicle has traveled (i.e. Odometer broken, repaired or incorrect). Enter "exempt" only when the vehicle is exempt from the odometer disclosure requirements.

o If all owners go in-person to their County Tax Commissioner's office with their valid Georgia driver's license or Georgia identification card (showing their current name and address), any required supporting documents (i.e. Original lien release, powers of attorney, etc.) the required fees and the vehicle's current odometer reading (when required), this application can be completed online and printed for your signature(s) and processing. Please be sure to bring a complete description of the vehicle (Year model, make of vehicle, and the vehicle's identification number) with you when applying in person.
• Original lien or security interest releases for all liens or security interests recorded on the original title that have now been satisfied or paid.

o Do not record satisfied or paid lien or security interest information on the application.

o Do record new or unsatisfied security interest information in the order perfected (Enter the full legal name and current address for each lien or security interest holder in the order their interest was perfected).

o If your financial institution released their interest in your vehicle on the vehicle's title and and you did not apply for a clear title, then the lien or security interest information is still recorded on the state's title records and a new release is required.

o If the recorded security interest has not been satisfied, the security interest holder may apply for a replacement title for their customer(s).
• Mutilated (damaged) title, if applicable.
• *$8.00 replacement title fee. Pay with cash, check, or money order payable to the office processing your application, Office of the Tax Commissioner or Department of Motor Vehicle Safety. Please do not remit cash through the mail! Some counties accept credit cards.

*A replacement title can be issued "free" if the original title was lost in the mail prior to the owner's receipt, provided the owner applies for a replacement title within sixty-days (60) of the title's issue date and attaches a completed T-216 Title Not Received in the Mail Affidavit to their completed MV-1 title application.

3. What Vehicles do NOT need a Title in Georgia?

  • 1962 and older year model vehicles
  • Agricultural, horticultural or livestock raising equipment or vehicles that are not required to be registered
  • Airplanes, aircraft
  • All terrain vehicles, off-road vehicles
  • Boat trailers
  • Boats, watercraft
  • Buses owned and operated by an urban transit system

  • Driver education vehicles used in public or private schools

4. How do I change the name or address on my GA Title?

First change your name and/or address on your Georgia driver's license or Georgia identification card. Click here to connect to this Department's Drivers License Services Section for information regarding Georgia driver's license and/or identification cards.

Secondly, you should apply for a name and/or address change on your Georgia title, when a title is required, and registration certificate (tag receipt) at the same time at the Tax Commissioner's office in the county in Georgia where you currently reside. Some counties require you to come in-person to make such changes. Submit the following to their office:

•When applying in-person, you will be required to show your valid Georgia driver's license or Georgia identification card issued in your current name(s) and showing your current address. If registration by mail is acceptable in your county, your county may require you to submit a copy of your license or identification card with your MV-1 tag and/or title application.

•A completed MV-1 tag and title application - Typed or printed in blue or black ink electronically or legibly by-hand, except signature(s), in the vehicle owner(s)' new full legal name(s) showing their current address. If jointly owned, each owner must sign. A natural person's full legal name would be his or her complete name as it appears on his or her valid Georgia driver's license or Georgia identification card. For natural persons, enter each owner's valid Georgia driver's license number or Georgia identification card number in the spaces provided on this application. If all owner(s) go in person to their county Tax Commissioner's office with their valid Georgia driver's license or Georgia identification card, the required documents, and any applicable fees and taxes, this application can be completed on-line and printed for your signature(s) and processing.

•Original valid Georgia title and current registration certificate (tag receipt) OR
If your financial institution (i.e. Bank, credit union, etc.) is holding your Georgia title, forward the required forms and fees to them requesting that they submit these forms and fees to your county Tax Commissioner's office together with your original Georgia title for the issuance of a new title and registration showing your new name(s) and/or address.
If the lien or security interest has been satisfied or paid, it should be released in the spaces provided on the title and the satisfied or paid lien or security interest information omitted from the title application.

•When applying for a name change, submit a certified copy of the court document authorizing the change (i.e. Certified copy of divorce decree, marriage certificate or court order);

•When applying by mail, please be sure to include a note indicating the requested changes (i.e. name and/or address change).

•Your vehicle must be covered with Georgia liability insurance. Non-motorized vehicles do not require coverage.

•Submit proof that your vehicle has passed an emission's inspection, when required in your county for your vehicle. For a list of requiring counties, exempt vehicles, inspection station locations, directions, cost, etc., either call the Georgia
Clean Air Force at: 1-800-449-2471 or click here to connect to their web site.

•$18.00 title fee, when applying for a new title. There is no charge for only an address change on your tag registration certificate. If you are applying during your registration period, additional fees and taxes will be due (i.e. Ad valorem tax, annual registration fee, $1.00 mailing fee, etc.). Click here to determine your registration period. Contact your county Tax Commissioner's office to determine if ad valorem tax is due and if due, the amount or click here to calculate. Pay all fees due with either cash, check or money order payable to the Office of the Tax Commissioner. Please do not submit cash through the mail! Generally, checks must be printed with a local bank's address. Out-of-state checks are usually not accepted. Some counties accept credit cards.

5. What fees apply to Georgia Titles?

Standard Fees*

•Original title fee is $18.00
•Replacement title fee is $8.00

Additional Fees

•$10.00 title penalty is due if you fail to apply for a Georgia title in your name(s) within ninety-days (90) of the vehicle's purchase or transfer date. If the vehicle is currently titled or registered in your name(s) in another state or country, then this title penalty is not due.
•$10.00 title penalty is due for an altered purchase or transfer date on the supporting document (title, statement of origin, etc.) transferring ownership to you, the vehicle's owner(s).
•$10.00 additional title penalty is due if you previously applied for a Georgia title in your name(s) and your application was returned requesting additional action before title issuance and compliance has not been made within sixty-days (60) of the accompanying letter's date.
•$10.00 additional special handling fee for each title application processed through this Department's Motor Vehicle Services Section, Customer Service Operations (In-person or mail-in expedited service).
Pay all fees due with cash, check or money order payable to the agency processing the transaction, Office of the Tax Commissioner or the Department of Motor Vehicle Safety. Please do not remit cash through the mail! Some counties accept credit cards.

Save money! Most title applications processed through the county Tax Commissioners' offices in this state result in the printing and mailing of the titles by the Motor Vehicle Services Section of the Department of Motor Vehicle Safety within three-business days of the county's entry and approval at no additional charge.

*Applications for titles in the name of a state or federal government agency do not require a title fee. Applications for title in the name of a city or county government agency require a title fee.
