What are the procedures for a duplicate title?

To obtain a duplicate title you must complete a MV213 Form. Follow the items listed below:

MV213 must be completed, please include the tag number and expiration of tag.
All owners must sign MV213 and provide their drivers license number(s). A copy of the owner's drivers license or other identification showing the owner's signature must be supplied when the title is processed in the mail by an individual other than a lienholder or dealer.

Signature of Owner can be signed by a Power of Attorney. An original Notarized Power of Attorney must accompany the MV213. The Power of Attorney must sign owner's name in addition to his/her own.
If the owner has signed this form and is appointing you to process the request on his or her behalf you must sign your name and provide your drivers license number on the space provided.

If there is a lien, the lienholder must complete one of the sections at the bottom of the MV213.

A fee of $15.00 must accompany the Application for Duplicate Title.

A new lien cannot be placed on the title at the same time the duplicate title is issued. The lien is placed as a supplementary title after the issuance of the duplicate title.

Odometer Disclosure must be completed.

How do I title a leased vehicle?

Step 1:

  • All five-model year or newer vehicles that are purchased out-of-state must have their vehicle identification number verified. Present your vehicle at any DMV recheck inspection lane to have the verification performed.             
  • New car dealers are authorized to perform this verification on new vehicles and must provide you with the Application for Title (MV212).             
  • All other vehicles are required to be inspected at any DMV Inspection Lane before a Delaware title can be issued.

Step 2:

  • At the Inspection Lane, you will be given an application for a Delaware title (MV212).             
  • Required Documents: the Certificate of Origin or the existing title with an  Odometer Disclosure ; the bill of sale if purchased from a dealer; proof of valid Delaware  liability insurance ; and your Delaware driver 's license or other accepted proof of residency.             
  • A notarized  power of attorney  from the leasing company must be provided to the lessee to sign the title application.             
  • Please check to see if the state in which you purchased the vehicle also requires title related documents to be notarized.

Step 3:

Fees for titling most passenger vehicles weighing five thousand pounds (5,000 lbs.) or less are:

  • Fifteen dollars ($15) for a title without a lien or twenty-five dollars ($25) for a title with a lien; PLUS             
  • A two and three-quarters percent (2.75%) document fee based on the sale price or current NADA trade-in value of the vehicle, whichever is higher; AND             
  • Passenger Vehicle registrations of twenty dollars ($20) per year.             
  • Trailer and commercial vehicle registration fees are based on weight.

The Division will issue a temporary tag to allow you to drive the vehicle to Delaware. The tag is available at any DMV office for a fee of $10. You must provide valid proof of Delaware liability insurance; bill of sale or vehicle title; vehicle identification number; and vehicle make and year.
