1. What boats need to be titled and registered in Missouri?

In Missouri, all outboard motors, except electric trolling motors, must be titled.

Not all watercraft must be titled and registered, but in general, all motorized watercraft and any sailboats longer than 12 feet must be. Amphibious vehicles are considered vessels and are titled and registered as watercraft, not motor vehicles.

Penalty Note: You must apply for your title within 60 days of purchasing your vessel or outboard motor to avoid a title penalty. The penalty for late titling is $10 for each 30-day period of delinquency, not to exceed a total of $30.

2. Vessels are NOT required to be titled or registered in the state of Missouri if they are:

  • Owned by out-of-state residents and housed, stored, or operated in the state of Missouri for less than 60 consecutive days;
  • Owned by the United States Government;
  • From a country other than the United States using the waters of this state for less than 60 consecutive days;
  • Boats or marinecraft (regardless of length) propelled solely by paddle or oars;
  • Sailboats or sailboards less than 12 feet in length; or
  • A ship's lifeboat used solely for lifesaving purposes;
  • Documented by the United States Coast Guard.

3. What documents will I need to get my vessel registered?

These will help you organize your documents before you visit your local licensing office to register your vessels and outboard motors.

 

Missouri Residents Checklist:

  1. A completed and signed Application for Missouri Watercraft or Outboard Motor Title and Registration, form DOR-93.
  2. Proof of ownership.
  3. Applicable registration fee.
  4. Appropriate taxes, as applicable.
  5. Appropriate title fee.
  6. Appropriate processing fees, if applicable.

 

Out-of-State Residents Checklist:

  1. A completed and signed Application for Missouri Watercraft or Outboard Motor Title and Registration, form DOR-93. For out-of-state residents, the following guidelines apply in regard to recording your address:
    • Record your out-of-state address on the title application so that you will receive all your future renewal notices or other correspondence.
    • If you have a vacation home in one city/county in Missouri but house your boat at a marina in another city/county in Missouri, your local taxes will be assessed according to the place where the boat is housed. You should record this address (the marina location) in the "remarks" section of the application.
    • For personal property tax purposes, the marina location will determine which county will assess and collect the personal property taxes on the boat.
  2. Applicable state and local sales taxes unless:
    • You paid sales taxes in another state and you submit proof of payment; or
    • You had registered the boat and can say, in good faith, that you regularly operated the boat in another state for at least 90 days before you decided to register the boat in Missouri.
  3. Proof of ownership for the vessel/outboard motor.
  4. Appropriate registration and title fees.
  5. Appropriate processing fees, if applicable.
